"At what point in time did early banjo makers begin installing 5th string pegs horizontally rather than vertically?"

Probably because no one really knows for sure. I'd hazard that it happened in the 1860's but I bet you could find examples from earlier on. H.C. Dobson was using horizontal pegs on his 1867 patent banjos.

Have a stroll through the banjo database. This one is estimated to be from 1847.
