Yes it is almost certainly oil paint. And an unusually competent artist. Are there cracks in the paint??? I don't see any but normally oil paint would develope a pattern of fine allover cracks as it aged. Particularly on something like skin, which tends to flex with humidity changes. Obviously it was used as a decorater wall hanger. Really nice find. there was an awful lot of that kind of decorator painting done in the 1920s era. I have a set of bedroom furniture with similar [painting but no where near as well done as this one.
