At this point only one end on the hoop wood is tapered... I guess that makes sense because every glue joint should fit perfectly even if there is a slight variation in hoop dimension.

Exactly. No needs to taper the outere side until it is glued up. I then lightly sand the inner joint and mark the outer edge with a marking gauge set at the hoop width (1/4") and band saw to the line. A little sanding and all is good!
