I think that harmonically everything was intentional, and no mistakes. There is a lack of one bar line, and I think the two 16th notes at the key change are 8th notes, matching the phrase 4 bars later. Sometimes intent from mistake is a difficult thing to discern. Anyway, it was not originally a banjo tune...but it is now.
