That was my thought.  It was part of the Minstrel battery of characters.  Though he could be Russian or something.  Every group was depicted.

Yes, he looks in character.  My point is simply that this shirt/smock may not be typical of everyday work shirts of the time.  Since he's wearing a comical costume hat, he must be in character.
